Halak Inks with Isles

The New York Islanders and goaltender Jaroslav Halak agreed to a four-year contract on Thursday. Multiple reports state the new pact is worth $18 million for the duration with an average annual value of $4.5 million. Halak, who was acquired from the Washington Capitals on May 1 in exchange for a fourth-round pick in the upcoming draft, is suiting up for his fourth team in two months. He was traded from St. Louis to Buffalo on March 1 as part of the deal that sent goaltender Ryan Miller to the Blues, then was shipped to America's capital four days later without playing a game for the Sabres. The 29-year-old native of Slovakia compiled a record of 29-13-7 with a 2.25
goals-against average in 52 games with the Blues and Capitals this season. He has also played for Montreal and owns a career mark of 144-85-29 with a 2.38 GAA and 30 shutouts in 272 NHL games. Halak, selected by Montreal in the ninth round of the 2003 draft, was set to become an unrestricted free agent this summer. Also Thursday, the Isles announced they will retain their first-round selection and transfer their first-round pick in 2015 to the Buffalo Sabres.

OFF THE CUFF with Diane Jones

It came as a shock to a lot of people to find out that the contract for the Union license office, which has been operated by the Union Chamber of Commerce since the 1970's, was being turned over to a for-profit company based out of Jefferson City.

What happened? It's a classic case of two all-too-common phenomena in the world of government--unintended consequences and the revolving door.
